change color bar behind site title and main menu

The photo I am using on my hero section has a light background at the top. This results in the white and even black menu font from showing up well upon first arrival to the website. Is it possible to have the white margin bar that appears when one moves the page up present at all times, rather than only visible when moving the page up? Currently it is difficult for someone to see there is a menu until they start to move the page.

I’ve added a opaque dark layer to the menu background instead of changing it white. I thought that looked better considering the nice image you have there.
If you’d prefer white I can do that also.
I’m guessing this will affect which color you want the menu links to be?
You can edit darkness level of the background layer by going to Appearance > Customize > Additional CSS and changing the 0.4 to any integer below 1. So 0.5 for 50%, 0.6 for 60%, etc.
